Stephen Minakian 338e9e3a76 Implement Phase 4 settings and polish frontend

- Add AdminSettings page with retention period configuration
- Add warning dialog when reducing retention period
- Add skeleton loaders to all admin pages (tables, charts, activities)
- Add empty states with helpful messages and clear filter buttons
- Improve mobile responsiveness across all admin views
- Update admin navigation with Settings link

React + Vite

This template provides a minimal setup to get React working in Vite with HMR and some ESLint rules.

Currently, two official plugins are available:

@vitejs/plugin-react uses Babel for Fast Refresh
@vitejs/plugin-react-swc uses SWC for Fast Refresh

Expanding the ESLint configuration
